I am almost 100% certain it's a fish from the Diodontidae (see: Wikipedia Article family, shown under a blue-colored light (judging by the colors of the plant life behind him)).

My bet would be on the Slender-spined porcupine fish (see: Wikipedia Article).

Certain kinds of tank lighting can do that. It's amazing what a difference an intense light can make. This one looks like what's known as a Moonlight (basically, an intense blue light so you can see what your fish do at night).
