Ahh well, there is a long history of Nuclear tests in the South Pacific, so I'm sure that it's a nuclear symbol and not a fan or something else.

Still no idea what it actually does of course...!

Well, 1) It looks like it requires a key, which would be odd for a fan and also 2) incredibly bad choice for a symbol if that's really what it is...!
